For the first time in the history of the United States, billionaires had a lower effective tax rate than working-class Americans. Opinion Guest Essay Make Billionaires Pay (Their Taxes)Until recently, it was hard to know just how good the superrich are at avoiding taxes. Let’s agree that billionaires should pay income taxes equivalent to a small portion — say, 2 percent — of their wealth each year. Billionaires who already pay the baseline amount of income tax would have no extra tax to pay. The idea that billionaires should pay a minimum amount of income tax is not a radical idea.

Macy’s named Olivier Bron the next chief executive of Bloomingdale’s, the company’s luxury chain, on Tuesday, the latest move in a leadership shuffle this year. Mr. Bron was previously chief executive of Central Group’s Central and Robinson Department Stores in Thailand. Macy’s announced this year that Mr. Spring would be elevated to chief executive of Macy’s in February after the planned retirement of Jeff Gennette, who has led the company since 2017. Macy’s has ambitions to become more competitive in e-commerce as younger shoppers pull away from department stores. Mr. Gennette previously said Bloomingdale’s, under Mr. Spring, had worked as a “scrappy incubator” for ideas that eventually made their way to Macy’s.

CNN —Public schools in France have been turning away students for breaking a new national ban on the abaya, a long, robe-like garment often worn by Muslim women, as a rights group filed an appeal against the prohibition. A total of 67 girls returned home rather than remove their abayas, Education Minister Gabriel Attal told CNN affiliate BFMTV on Tuesday. The ban has its legal foundation in a law passed in 2004 banning the wearing of “conspicuous” religious symbols in schools. “They say that the abaya is a religious dress, but it’s not at all, it’s not a religious dress, it’s a traditional dress, it’s a dress that all girls wear, both veiled and non-veiled, and so it’s a bit of a problem,” she said. French President Emmanuel Macron has defended the ban, saying it is not “stigmatizing” anyone but “people who push the abaya” are.

Hong Kong CNN —Hundreds of mourners attended a funeral on Sunday for a Hong Kong model whose grisly death earlier this year shocked the city, with floral tributes flowing in from loved ones, friends and celebrities alike. Abby Choi, a 28-year-old mother of four, went missing in late February until parts of her dismembered body were found by police in a rural village house. Hundreds of people dressed in black lined up outside the Po Fook Memorial Hall in a quiet suburb of Hong Kong just a dozen miles south of where her remains were found. Among those present at the funeral was her late husband Chris Tam, whose family founded a popular noodle chain in the city. Two others have been charged with assisting the ex-husband’s effort to escape, though they have been released on bail.
